Purpose
This procedure will outline the steps, forms and responsible persons required to properly complete the end of the month
report.
Introduction
Statistical information regarding caseload size and offender performance is essential for proper population count,
department billing and accountability.
Procedure
- Each Probation Officer and Administrative Caseload Officer is required by the first working day of each month to
complete the Oklahoma County Community Sentence End of the Month (EOM) report form. The completed EOM will be
forwarded to the Unit Manager for compilation. All figures reported must be accurate and verifiable by the Unit
Manager upon request.
The EOM will be completed prior to beginning any scheduled leave.
The EOM will be completed in the following manner:
- Probation Total will reflect the total number of active offenders assigned to the Probation Officer, this
total should equal the number of active offenders on the officer’s Sentence Offender Roster computer printout
during the reporting month.
- High- this number will equal the number of high-level offenders on the officer’s caseload
during the reporting month. (LSI score of 29 or more)
- Moderate- this number will equal the number of moderate-level offenders on the officer’s
caseload during the reporting month. (LSI score of 19-28)
- Low- this number will equal the number of low-level offenders on the officer’s caseload
during the reporting month. (LSI score of less then 19)
- Administrative Total will reflect the total number of inactive offenders assigned to the Probation Officer,
this total should equal the number of inactive absconder and incarcerated offenders on the officer’s Sentence
Offender Roster computer printout.
- Absconder- this number equals the number of absconders on the officer’s caseload during
the reporting month.
- Incarcerated- this number equals the number of incarcerated offenders of the officer’s
caseload during the reporting month reported by the number of offenders in county jail and the number in
a correctional facility.
- Program Total will reflect the total number of active offenders assigned to the officer that are participating
in a needs related program during the reporting month. The program may be required by the court order, probation
plan, or officer referred program.
- Cognitive Programs- this number equals the number of active offenders on the officer’s
caseload that are participating in a cognitive program during the reporting month. Cognitive programs
teach offenders an introspective process to examine his/her thinking, feelings, beliefs, and attitudes.
- Literacy Programs- this number equals the number of active offenders on the officer’s
caseload that are participating in a literacy program during the reporting month. Literacy programs are
both formal and informal educational programs.
- Other Programs- this number equals the number of active offenders on the officer’s
caseload that are participating in any other type of program during the reporting month.
- Offender Employment/Others will reflect the total number of active offenders that are employed
or supported by another means during the reporting month. Each offender may be counted in only one of the
following categories.
- Full Time- this number equals the number of active offenders that are full time employed on the
officer’s caseload during the reporting month. Full time employment will be considered as working over 30 hours per
week.
- Part Time- this number equals the number of active offenders that are part time employed on
the officer’s caseload during the reporting month. Part time employment will be considered as working less than
30 hours per week.
- School- this number equals the number of active offenders that are enrolled in a fulltime
educational program during the reporting month. A fulltime education program will be considered fulltime
college or vo-tech students, GED classes that equal 30 hours per week, a combination of school and work
that equals 30 plus hours per week, or other programs as approved by the officer’s immediate
supervisor.
- Disabled- this number equals the number of active offenders that are disabled on the
officer’s caseload during the reporting month. A disable offender will be unable to work and is financially
support by disability benefits.
- Homemaker- this number equals the number of active offenders that are homemakers on the
officer’s caseload during the reporting month. A homemaker is considered an offender that is financially
supported by a spouse and/or other family member(s).
- Retired- this number equals the number of active offenders that are retired on the
officer’s caseload during the reporting month. A retired offender should be financially supported by
retirement income, trust, savings or the verifiable income.
- Social Services- this number equals the number of active employees that are supported
by social services on the officer’s caseload during the reporting month. The social services must supply
the offender with all the financial support needed without a need for employment. A combination of social
services and part time employment will be considered acceptable.
- Drug/Alcohol Treatment Total will reflect the total number of active offenders assigned to the
officer that are participating in drug or alcohol treatment during the reporting month.
- Residential- this number equals the number of active offender’s that are completing
alcohol/drug treatment in a residential or halfway house setting.
- Outpatient- this number equals the number of active offender’s that are completing
alcohol/drug treatment in an outpatient setting. The total number of offenders will be split to reflect
those offenders in outpatient group counseling and those in outpatient individual counseling.
- Mental Health Treatment Total will reflect the total number of active offenders assigned to
the officer that are participating in mental health treatment/ program during the reporting month.
- Outpatient- this number equals the number of active offender’s that are completing
mental health treatment in an outpatient setting. The total number of offenders will be split to reflect
those offenders in outpatient group counseling and those in outpatient individual counseling.
- Revocations/Accelerations will reflect the number of active offenders on suspended sentences
that were revoked to incarceration during the month as well as the number of active offenders on deferred
sentences that were accelerated to incarceration or to a suspended sentence during the month.
- New Conviction/Arrest- this number will equal the number of sentences that were revoked or
accelerated (separated by suspended and deferred sentences) to incarceration because of a new conviction or
a new arrest.
- Technical- this number will equal the number of sentences that were revoked or
accelerated (separated by suspended and deferred sentences) to incarceration because of a technical
violation. Technical violations are considered any other violation other than a new arrest or
conviction.
- Both- this number will equal the number of sentences that were revoked or accelerated
(separated by suspended and deferred sentences) to incarceration because of a technical violation and a new
conviction or arrest.
- In addition to the above statistical information, each officer will attach to the EOM the following:
- Travel Claim Form
- Time Sheet
- Home Visit Report
- Sanction Form
