District 3 Oklahoma County Commissioner Raymond L. Vaughn, Jr. is a husband, father, grandfather, and native Oklahoman. In 2006, the citizens of Oklahoma County elected him to serve a four-year term as County Commissioner for District 3, which covers most of Northern Oklahoma County including Edmond, Arcadia, Luther, The Village, Nichols Hills, Warr Acres, Bethany and Oklahoma City. When he took office on January 2, 2007, his colleagues elected him as Vice-Chair of the Board of County Commissioners.
In his first month in office, Commissioner Vaughn fulfilled a campaign promise in leading the way to re-establish the Budget Board in Oklahoma County, effective June 30, 2007. He also worked with County and City officials to establish “Super Snow Routes,” a countywide snow removal system affecting nearly all local municipalities and unincorporated areas. Thanks to these efforts, commuters now have seamlessly maintained routes across the county during inclement winter weather.
Commissioner Vaughn has also re-established and served as Chairman for the Jail Funding Task Force, a committee of community leaders working to address issues facing the Oklahoma County jail. He led the way to dissolve the establishment of the Office of Budget and Management, saving taxpayers an estimated $250,000, annually, and he met with Oklahoma City Planning Officials to improve cooperation between Oklahoma City and Oklahoma County to improve roads leading into Edmond. He also assisted in establishing the Budget Evaluation Team, which aids the budget process by making preliminary preparations before consideration of the budget by elected officials, and helped establish an IT Committee to analyze Oklahoma County’s high tech needs.
Commissioner Vaughn is a 1966 graduate of Edmond High School, and he received a B.A. from Oklahoma Christian College in 1970. He graduated from Oklahoma City University School of Law in 1976. He currently serves as a trustee for Oklahoma Christian University and the University of Central Oklahoma Foundation.
Before starting his law practice, Commissioner Vaughn worked as a television anchor and reporter in Oklahoma, Texas, and Arizona. Since 1976, he has been in the private practice of law in Edmond, Oklahoma, and is the founding partner of Vaughn and Winton LLC. He served as an Edmond Associate Municipal Judge from 1986 to 1988. Through the Oklahoma Bar Association, he produced and hosted the “Ask-a-Lawyer” television and radio program for 26 and 13 years, respectively. He has also owned many small businesses.
The citizens of Edmond elected Commissioner Vaughn to the Oklahoma House of Representatives, District 81, in 1988, where he served until term- limited in 2004. While in the State House, Commissioner Vaughn’s colleagues elected him as Assistant Minority Leader on four occasions. Former Governor Frank Keating appointed him as the Chairman of the Governor’s Task Force on Tobacco and Youth, and he served as Vice- Chairman for the following committees: Rules, Appropriations and Budget, Education, Judiciary, and Public Health. Commissioner Vaughn led the fight in limiting second-hand smoke in public places, including restaurants.
Through the years, numerous organizations have awarded Commissioner Vaughn with honors recognizing his legislative, legal, and charitable service. He received the Oklahoma Bar Association Liberty Bell Award, Edmond Citizen of the Year, Legislator of the Year by the SW Regional Department of Human Services Oklahoma Academy of Family Practice Physicians, and Legislator of the Year by the Oklahoma Department of Health.
Commissioner Vaughn currently serves as an elder of the Westwood Church of Christ in Edmond, Oklahoma. He has also served as a Board Member of the Edmond Chamber of Commerce, Edmond Hope Center, Edmond Regional Medical Center, Heritage National Bank, Eastern European Missions, National Conference of State Legislature’s Health Task Force, and American Legislative Exchange Council’s Health Task Force.
Commissioner Vaughn and his wife Suzanne have been married for 39 years and have three grown children and seven grandchildren
