Judge Hall grew up in Midwest City. The Judge graduated from the University of Oklahoma in 1973 with a Bachelor's Degree. Graduate work was done at Oklahoma City University, receiving a Master's degree in Criminal Justice Administration in 1976. The Judge graduated from OCU with a Juris Doctor in 1978. He joined the Oklahoma County bench as a special judge in 1987.

Judge Hall has for the last several years called the Arraignment/Misdemeanor Docket. It is a busy docket of more than 45,000 cases a year and includes the review of probable cause affidavits on all warrantless arrests, conducting probable cause hearings on those arrested on state charges, issuing arrest warrants for those formally charged, arraignments of defendants charged with misdemeanors and felonies, conducting the misdemeanor docket, calling the truancy docket, handling the state traffic ticket docket, and monitoring the jail population to see that timely charges are filed.
