OBJECTIVE 1: Implement a Public Information System.

           Action Plan:

           A.       Continue rotating BOCC meetings on a monthly basis throughout the county through June 30, 2004. Commissioners

           B.       Develop by September 1, 2003, a Speakers' Bureau consisting of a County team to represent each elected official with prepared presentations specific to office and inclusive of overall county to present at civic organizations and community meetings as requested. Have Bureau fully functional by April 2004. Elected Officials to be lead by Assessor's Office

           C.       Create a County newsletter to be distributed quarterly to a defined distribution list during Fiscal Year 2003-04. Elected Officials. To be headed by Assessor's Office

           D.       Involve constituents in strategic planning efforts through June 2006 by incorporating input from surveys, polls, and constituent focus groups. Elected Officials

OBJECTIVE 2: Improve information in public areas in County Annex and other buildings as appropriate.

           Action Plan:

           A.       Revamp signage with uniform format by June 30, 2004.Elected Officials and Maintenance

           B.       Revamp information booth to improve accessibility, appearance and effectiveness. Explore possibility of using volunteers to staff booth. Completed by June 30, 2004. Elected Officials and MIS

           C.       Improve appearance and content of posting boards. Immediately.Elected Officials and Maintenance

           D.       Utilize posters, signs, and handouts as appropriate to improve public awareness. Immediate and ongoing.  Elected Officials

OBJECTIVE 3: Expand use of technology as a communication tool both internally and externally.

           Action Plan:

           A.      Evaluate costs and benefits of voice-over IP (network based telephone system) during FY 2003-04. Implement as appropriate during FY 2004-05. MIS and Budget Board

           B.       Streaming video of meetings, announcements, training for internal information   as well as external communication via website during FY 2003-04.  MIS

           C.       Videotape public meetings to be streamed over Internet or televised as              appropriate during FY 2003-04.  MIS

           D.       Utilize video conferencing during FY 2004-05.  MIS

           E.       Place a computerized kiosk station at each front door to enhance staffed         information booth by June 30, 2005.  MIS and Budget Board

           F.       Implement online County forms for constituent access. Begin                     immediately.  Elected Officials and MIS

           G.      Evaluate feasibility of utilizing EJS (criminal justice system) for motorcycle         patrol & OLETS on handheld device (e.g.: Palm). Implement during FY 2004- 05. MIS and Sheriff's Office

           H.      Improve web site as information source for constituents this fiscal year to          include interactive features such as surveys, video streaming, online account  inquiry and payments for all departments.
