GOAL 2: County Employee development.


OBJECTIVE 1: Achieve a County Human Resources Office by July 1, 2003.

           Action Plan:

           A.       BOCC will appoint a Task Force to "conceptualize" the structure and function of a centralized HR Department for the Board of County Commissioners.

           B.       The Task Force will present to the BOCC a proposed departmental structure, including tasks to be performed by each position, budgeting requirements, and other operational issues.

           C.       The Task Force members will meet with each Elected Official to address items or concerns so that each Elected Official may determine the extent of their desired involvement with a centralized HR Department.

           D.       The Budget Board will meet to discuss and approve funding levels for the Human Resources Department.

           E.       On June 1, the recruiting for and staffing of positions will begin.

           F.       The Budget Board will appropriate sufficient funding to adequately staff HR Department management effective June 1, as well as to fund capital start-up costs. This management staff will be in place to transition existing services, and prepare the department for opening. Completed by 07/01/03.


OBJECTIVE 2: By December 31, 2003, implement consistent job descriptions and a compensation system between the districts under the Board of County Commissioners.

           Action Plan:

           A.       Each District to develop job descriptions for all full-time positions, with the assistance of the centralized HR Department and Training and General Assistance. Completed by 10/15/03.

           B.       Categorize and group similar positions between the Districts. Completed by 11/15/03.

           C.       Categorize salaries (by position) with local and state, private and governmental entities. Completed by 12/15/03.

           D.       Develop a compensation range for each (benchmark) position. Completed by 12/20/03.


OBJECTIVE 3: Beginning January 1, 2004, and updated annually, all County employees will receive an updated County Employee Handbook.

           Action Plan:

           A.       When modifications are approved for inclusion in the county employee handbook, post the changes to the Handbook on Infozone. Completed by 08/01/03.

           B.       At the beginning of each calendar year each office or department is responsible for ensuring employees acknowledge review of their handbook. Completed by 01/30/04.

           C.       New employees will be given a "hard copy" of the handbook during orientation and policies will be explained and questions answered at that time. Immediately completed following Orientation.


OBJECTIVE 4: County Officers will approve standardized Human Resources policies and procedures by January 1, 2004.

           Action Plan:

           A.       Officers and department heads will develop standardized employee policies for the County that meet statutory, regulatory and administrative (i.e. rules) requirements (e.g. EEOC, Sexual Harassment, ADA, etc.). Completed by 10/30/03.

           B.       The Budget Board will approve the final work produce. Completed by 11/30/03.

           C.       The human resources representatives from each office or department will receive training on the Human Resources policies and procedures. Completed by 01/01/04.


OBJECTIVE 5: Receive quality improvement feedback from 25% of all County employees by September 1, 2004.

           Action Plan:

           A.       A member of the HR Department staff will develop an employee survey designed to allow both objective, easily quantified feedback, and comments that can be used to mold the new HR Department to best meet employees' needs. Completed by 07/15/03.

           B.       Surveys will be distributed to each employee with their paycheck and will be posted on the Infozone. Completed by 07/31/03.

           C.       An article will be placed on the Infozone reminding employees to complete the survey and submit it to the HR Department or to their HR Representative by September 30. Completed by 09/01/03.

           D.       On each Monday of September, an e-mail will be sent to "Everyone", reminding them to complete the survey and submit it to the HR Department or to their HR Representative by September 30. Initiate by 09/08/03.

           E.       All surveys will be gathered. Completed by 09/30/03.

           F.       On October 1, 2003, tabulation of the surveys will begin. Initiate by 10/01/03.

           G.       The survey results will be reviewed by HR Management, and an action plan will be developed based on the results.  Reviewed by 10/01/03.


OBJECTIVE 6: Implement an employee Reward and Recognition program by December 1, 2004.

           Action Plan:

           A.       Receive input from employees (through Objective 5).

           B.       Officers and department heads develop program based on statutory and budgetary limitations. Completed by 08/30/04.

           C.       Develop a Succession Planning Program for employee advancement within a county office and within the courthouse. Completed by 10/15/04.

           D.       Install a comprehensive Human Resources computer program to track employee development, training, and benefits. Completed by 10/15/04.

           E.       The Budget Board will approve the final work product. Completed by 11/28/04.


OBJECTIVE 7: Expand a Countywide Training and Development program by October 1, 2003.

           Action Plan:

           A.       Review training available through outside sources, (i.e. CLGT, ACCO, etc.) for Human Resources related issues. Completed by 08/15/03.

           B.       Identify areas not sufficiently covered by the outside training where a potential liability for the county exists. Completed by 08/15/03.

           C.       Develop "in house" training opportunities for employees to reduce potential liability (i.e. Sexual Harassment, EEOC, etc.). Initiated by 08/01/03.

           D.       Have mandatory training in critical areas for officers, managers and departmental human resource personnel. Develop Training Calendar by 08/01/03.

           E.       Have training available for all employees. Developed by 09/30/03.


OBJECTIVE 8: Implement a Human Resources Information System by September 1, 2003.

           Action Plan:

           A.       Develop a Human Resources presence on Infozone. Consider a change to the current "Benefits" link to "Human Resources". Initiate by 08/01/03.

           B.       Expand Infozone and make it available to all county offices and departments. Initiate by 08/01/03.

           C.       Evaluate feasibility of browser based help desk application during FY03-04.Initiate during FY03-04.

           D.       Post training information on web site. Initiate by 08/01/03.

           E.       Post a "feedback" link under the Human Resources page for suggestion and information to help with Objective 5. Initiate by 09/01/03.

           F.       Post leave information each month on the Oracle System so an employee can track those benefits on their pay stub. Initiate by 09/01/03.
