County Juvenile Bureau and NorthCare. On 2/7/2009 Congress enacted the American Recovery
and Reinvestment Act of 2009 ("ARRA") and its implementing regulations impose

covered under the Health Insurance Portability and Accountability Act of 1996 ("HIPPA"). ARRA requires that these new
business associate obligations be incorporated into all business associate agreements ("BAA(s) "). The new legal obligations
