18.       Discussion and possible action for the approval of the Mutual Cooperation Agreement between the City of Spencer and Oklahoma County pursuant to Title 69, O.S.   1903 (B) to reconstruct, improve, repair, and maintain certain city streets in the City of Spencer.  This Agreement shall become effective July 1, 2011, and shall terminate on June 30, 2012.   Requested by Willa Johnson, Commissioner, District No. 1, and approved as to form and legality by John Jacobsen, Assistant District Attorney. 19.       Discussion and possible action for approval of Offer to Sell Real Property wherein the Board of County Commissioners will purchase from Loyd Garrison the following real estate: Lot 7, Block 1, Crutcho Park Sub Addition to Oklahoma County, Oklahoma, AKA 2208 Godlin according to the recorded plat thereof together with all improvements and appurtenances thereunto for the amount of $65,000.00.  This property is being acquired as part of the Oklahoma County Project E-2008-D, Crutcho Park Acquisition Project, Phase V and payment will be made from the County Bond Fund/Flood Control-Crutcho, 2032/1204.  The dollar amount contained in this agreement is based upon the Board of County Commissioner's original offer.  This amount does not include any additional title requirements, pro-rated ad valorem taxes (if any), closing costs or relocation payments (Parcel No. 8).   Requested by Willa Johnson, County Commissioner, District No. 1 and approved as to form and legality by Gretchen Crawford, Assistant District Attorney.  (Document Received)

21.       Discussion and possible action regarding Resolution No. __________ regarding county officer s salary; directing that each elected official, including the county treasurer, county clerk, county assessor, court clerk, county sheriff, and each commissioner shall have the applicable basic salary reduced so as to offset any mandatory statutory increase as a result of 19 O.S.   180.75 (A) or 19 O.S.   180.75 (2) in order to maintain current salary at the level established during Fiscal Year 2009-2010.  This item was approved by the Budget Board on August 22, 2011.  Requested by Willa Johnson, Oklahoma County Commissioner, District No. 1.  (Documents Received)

22.       Discussion and possible action to approve Resolution No. _________ to determine that a certain structure is dilapidated and should be torn down and removed and if the structure is to be torn down and removed, further discussion and determination for commencement and completion of the work.   The structure at issue is owned by Allen D. Reisigl, Jr. and Irina S. Telnova and is located at 19601 SE 29th St., Harrah, Oklahoma, 73045 and more particularly described as:  The East Half (E  ) of the West Half (W  ) of the Southwest Quarter (SW  ) of the Southwest Quarter (SW  ) of the Southeast Quarter (SE  ) of Section Ten (10), Township Eleven (11) North, Range One (1) East of the Indian Meridian, Oklahoma County, Oklahoma.  The Board of County Commissioners has the authority to make this determination pursuant to 19 O.S.  360.   Dilapidated building means a structure which through neglect or injury lacks necessary repairs or otherwise is in a state of decay or partial ruin to such an extent that said structure is a hazard to the health, safety or welfare of the general public or creates a fire hazard which is dangerous to other property.   Requested by Brian Maughan, Commissioner, District No. 2, and approved as to form and legality by Gretchen Crawford, Assistant District Attorney.  (Document Received)

25.       Discussion and possible action to approve a contract between Oklahoma County and Latitude Geographics Group, Ltd., to provide services for ongoing deployment of Internet Mapping System.  Oklahoma County will provide all hardware, software, and data required for the Internet Mapping Architecture.   Oklahoma County will pay $1,000.00 per month for subscription costs, $95.00 per month for Geocortex Statistics Reports, and $95.00 per hour for data updates.  This agreement shall begin on July 1, 2011, and end on June 30, 2012.  Requisition No. 11200698 in the amount of $20,000.00 has been issued to Latitude Geographics Group, Ltd. from General Fund/Assessor Revaluation/Professional Services Other (1001/1400/54455), contingent upon encumbrance of funds.   Requested by Leonard Sullivan, Oklahoma County Assessor, and approved as to form and legality by John M.
