From April of 2000 until January of 2007 I served as the General Counsel for the Oklahoma Department of Corrections.  Some of the things I have been able to accomplish include: 

  • I served as the lead attorney for the Department in the litigation that resulted in the conclusion of the “Battles” litigation, the longest active lawsuit in agency history.
  • I successfully negotiated and completed the State’s first Prison Litigation Reform Act that resulted in a forty percent (40%) reduction in inmate litigation in Oklahoma within a three year period
  • I served as the lead Attorney in all litigation matters including civil rights issues, employment issues, contract disputes and inmate litigation.
  • I represented an agency of nearly 5,000 employees in all legal matters, including contract negotiations, private prison matters and inter-agency transactions at all levels of government.

From May of 1997 until January of 2003, I served Governor Frank Keating in many capacities.  Some of my accomplishments included:

                 

  • I served as Governor Keating’s Chief Advisor on Criminal Justice matters, including legislation, paroles and extraditions.
  • I served as lead advisor to the Governor and as his liaison to the state legislature and the law enforcement community on all matters including Truth in Sentencing, criminal law, juvenile law, the corrections system and the judicial system, which resulted in awards form the Oklahoma District Attorney’s Association and the Oklahoma Sheriff’s Association.
  • I served as project leader along with representatives of law enforcement agencies from across Oklahoma, the Highway Patrol and the Oklahoma Association of Broadcasters in the implementation of the Amber Plan in Oklahoma, the first state to implement the Amber Plan statewide.

         

From May of 1987 until May of 1997, I served various counties in Central and Western Oklahoma, including Beckham, Custer, Greer, Harmon, Ellis, Roger Mills, Caddo, Grady, Stephens and Jefferson Counties, as an Assistant District Attorney, and:

            

I currently serve as an Adjunct Professor to St. Gregory’s University in Shawnee for Criminal Law, Juvenile Law and Constitutional Law and on various Boards and Committees for:

        ·         Special Care

·         The Edmond Association of Retarded Citizens

·         The Putnam City United Methodist Church

·         The Oklahoma District Attorney’s Justice Assistance Grant Board

I have been married to my wife and best friend Jane, for nearly 25 years, and I have a son, Christopher and daughter Courtney who are everything to me.
