Infractions and Penalties Imposed(Breaking of a Law and Punishment)
Penalties that may be imposed are a loss of Level System points, Informal Reprimands, Privilege Restriction, Activity
Restriction, Cooling Off Time, Special Management, and Criminal Charges. Breaking rules, Minor and Major Infractions and the
resulting Penalties that may be imposed are as follows:
Misbehavior that constitutes a violation of any rule(s) should be dealt with “on the spot” with usually no more than a talking
to, a warning or an Informal Reprimand. A loss of Level System points is possible. Continuous or repeated violations can
result in Privilege/Activity Restriction and/or Cooling Off Time.
A. Dayrooms A, B, & C Rules:
- Do not stand near control room windows or tap on the glass. Do not stand near doors.
- Only one person in the shower bathroom at one time except during showers, hygiene and with staff supervision.
- Do not go up the stairs without staff.
- No wrestling, horseplay, or physical contact with residents/staff.
- No feet on tables or chairs. No sitting on tables.
- Only staff are to operate the T.V.
- No pillows, blankets, or sheets are to be taken out of your room without permission.
- You cannot go into other resident’s rooms.
- Do not press any intercom button.
- Only staff are to open and close doors.
Dayrooms D1, D2, D3 & D4 Rules:
- No resident is to enter any other resident’s room.
- One resident in the shower at a time.
- No resident will leave his/her unit without staff permission.
- No items are to be taken off unite, I.e., pencils, paper, etc.
B. Gym/Recreation Area Rules:
- No use of profanity.
- Do not abuse equipment.
- Do not move gym equipment without permission.
- Do not mark walls or floor.
- You are not to mess with the light switch, temperature control, or electrical outlets.
- You must obey all staff directions.
C. Dining Room/Commons Area Meals Rules:
- Sit where staff tell you to.
- Remain seated until staff tell you to get up.
- Treat all staff with respect.
- No sharing of food.
- No talk between tables.
- No misuse of food or equipment.
- Remain with group at all times.
- No loud talk or horseplay.
- No use of profanity.
- You must obey all staff direction.
D. Outdoor Rules:
- Do not touch, mess with or climb on walls.
- Stay away from windows.
- Stay in areas where staff tell you.
- Do not move equipment.
- Do not abuse equipment.
- No kicking or throwing of equipment over wall.
- Do not bring anything back in from outside unless staff tells you.
- No use of profanity.
- You must obey all staff direction.
E. Minor Infractions: Misbehavior that should be dealt with ‘on the spot’ with usually no more than a talking to,
a warning or an Informal Reprimand. A loss of Level System points is possible. Continuous or repeated infractions can
result in Privilege Restriction, Activity Restriction, and/or Cooling Off Time. Examples of minor infractions include,
but are not limited to, the following:
- Poor manners.
- Showing disrespect to staff.
- Failure to follow staff redirection.
- Foul mouth or name-calling.
- Failure to cooperate with staff.
- Failure to control ones temper verbally/physically after re-direction.
- Failure to participate in programming. (Non-religious)
- Horseplay or loud disruptive behavior.
- Damaging County property or the property of others. (Depending on seriousness of damage)
- Threats or intimidation.
- Inappropriate sexual behavior or sexual assault.
- Possession of contraband or any unauthorized property.
- Encouraging other to misbehave.
- Being in an unauthorized area.
- Unsafe or unsanitary behavior.
- Interfering with a staff member’s duties.
F. Major Infractions: Misbehavior that constitutes a major infraction of the rules may result in a loss of Level System
points, Privilege Restriction, Activity Restriction, and Confinement (depending of the seriousness) with meals served
to the resident in his/her room. The only reasons for room confinement are the following: Self Protection, to separate
juveniles from fighting, to restrain juveniles in danger on inflicting harm to themselves or others, and to restrain
juveniles who have escaped or who are in the process of escaping. More serious major infractions can result in
Criminal Charges being filed.
Examples of these include, but are not limited to, the following:
- Fighting.
- Assault and battery.
- A.W.O.L., escape or attempted escape.
- Rioting or encouraging other to riot.
- Combativeness or physically resisting a staff member while they are carrying out their duties.
- Damaging county property or the property of others (depending upon how serious the damage is).
- Any crime or chargeable offenses while in Detention.
- Providing false admission information.
More serious alleged offenses will be referred to the Facility Administrator for screening and possible referral to
the Assistant District Attorney’s office where a delinquent petition may be filed.
G. Room Confinement: Any resident who has to be taken to his/her room or living unit by force will receive a score
of 0 for that shift. Any resident who is confined to his/her room for 2 hours or longer because of behavior will receive
incident occurred and during which the time was served.
