Physical force can never be used as punishment. Staff can use only as much physical force as needed for:

1. Self Protection
2. Separating juveniles from fighting.
3. Restraining juveniles in danger of inflicting harm to themselves or others.
4. Preventing juveniles who have escaped or who are in the process of escaping.
