The Planning Commission shall be composed of seven (7) members to be appointed by the Board of County Commissioners. One member shall be a member of the Board of County Commissioners and the remaining six members shall be residents of the unincorporated areas of the county.
Five (5) of these members serve as Floodplain Management Board Members.

A total of three resident property owners of which one must be a resident of the county seat, and at least one shall be duly licensed as an attorney ( * ) in the State of Oklahoma. Term is three years overlapping and the membership of the board first appointed shall be for one, two, and three years respectively.
