Field Services BureauThe Field Services Bureau is the second largest bureau with more than
490 sworn, civilian and reserve personnel. During the past 4 years the bureau was
restructured and a major redesign was implemented with new uniforms, badges, and vehicles.
Mental Health UnitThe mental health unit works with the Oklahoma Department of Mental
Health and Substance Abuse Services to provide initial field evaluations of individuals.
All patrol deputies have received specialized training and in 1998, 1,615 mental health
calls were answered. Investigation DivisionCommanded by Captain Ed Dillard, the
Investigation Division is comprised of 12 investigators and a secretary. Their primary
duties are to conduct thorough follow up investigations on crimes that occur within the primary
jurisdiction of Oklahoma County. In addition, to initiate new investigations based on criminal
intelligence provided by officers in the field and to provide investigative assistance to other
law enforcement agencies. Several of these investigators are also assigned to special law enforcement
task forces. Photo LabThe investigators are skilled in dark room procedures and equipment
are responsible for developing and printing crime scenes and agency photographs. A.F.I.S. (Automated Finger Print Identification System)A.F.I.S. compares fingerprints from individuals and crime scenes with
the Oklahoma State Bureau of Investigations database. We share this technology and
forensic and technical assistance with other law enforcement agencies. In 1998 the
forensic section became one of the few agencies to be accredited and certified by the
Oklahoma State Bureau of Investigation, the Oklahoma Bureau of Narcotics and the U.S. Drug
Enforcement Administration to conduct marijuana analysis and provide expert court
testimony. We are presently seeking Justice Department funding to establish a digital
crime scene and photo lab. Within the next year we will obtain a forensic laser light
source to greatly enhance our capabilities in the detection of fingerprints, biological
fluids, bite marks, altered-question documents and trace evidence. Studies are also being
conducted in the video area for enhancement software. This would provide a method that
would enable pictures from surveillance cameras, business videos from robberies, and other
tapes to be filtered and provide identifiable images that cannot be observed during the
original tape recording. The forensic section was started two years ago with the lab being
established and a training process initiated. The achievements of this section can be seen
not only in statistics but also the utilization and recognition of other agencies in the
law enforcement community. Federal Bureau of Investigation Terrorist Task Force (F.B.I.)This multi-agency task force conducts in-depth investigations
requiring extensive resources acquired through cooperative efforts of jurisdictions that
comprise this unit. Emphasis is given to the development of criminal intelligence related to domestic
and international terrorist groups with ties to Oklahoma. In light of the events of April 1995 and
September of 2001, this group has become a necessary element of law enforcement for the 21st Century. High Intensity Drug Trafficking Area Task Force (H.I.D.T.A.)Comprised of officers from area law enforcement
agencies whose focus is the identification and arrest of major drug suppliers and dealers operating in the
metropolitan area. These city, county, state and federal investigators work together gathering and using
information to dry up the drug supply and demand in Oklahoma County and the surrounding jurisdictions.. U.S. Marshals Service Metro Fugitive SquadThe Metro Fugitive Squad is responsible for the capture of some of
the most notorious criminals, not only in the state, but in the entire country. This elite unit is
comprised of Deputy U.S. Marshals, Deputy Sheriffs, Police Officers, Oklahoma Department of Corrections,
Oklahoma Bureau of Narcotics, and the Department of Human Services/Office of Inspectors General. |
