Paul Foster

Interim Commissioner, Oklahoma County, District 3

Paul was born in Lawton, OK but spent most of his childhood on the East Coast in Virginia and Maryland. He moved back to Lawton in 1981, where he graduated from Lawton High School. Paul then attended college at the United States Military Academy at West Point, followed by a short stint at Oklahoma State University before going active duty serving as a Military Intelligence officer in the U.S. Army. 

Following his career in the service, Paul spent 13 years as a sales professional in the dental, medical, and pharmaceutical industries. He then became a contractor, general contractor, and small business owner in Edmond, OK for 14 years in the roofing and construction industry.

During COVID, he met his beautiful wife, Candy, during a ski trip in Park City. After marrying the love of his life, Paul moved there for four years before moving back to Edmond in 2024 to become the Chief Deputy for District 3. On April 3rd, 2026 Paul was named Interim Commissioner for District 3, and is proud to serve his community.

The Foster’s blended family includes seven adult children and 16 grandchildren, all of whom Paul thoroughly enjoys boasting about.

Paul likes to spend his spare time traveling, golfing, biking, fly fishing, skiing and snowmobiling…when he’s not recovering from said activities.

Bill McClung

Highway Superintendent, Oklahoma County District 3

Bill McClung is the Highway Superintendent for Oklahoma County District 3, bringing over six years of experience in highway management and engineering. He holds a Civil Engineering degree from NC State University and has a diverse background, having previously held various engineering and management roles in the oil and gas industry. Additionally, Bill owned and operated a successful construction company for over a decade.

Outside of his professional life Bill is an avid hunter, fisherman, and golfer. His wife often jokes that he has more hobbies than time or money, reflecting his passion for enjoying life to the fullest.

Kimberly Zuhdi, MSLA, M.Ed.

Interim Chief Deputy/First Deputy, Oklahoma County District 3

A proud Oklahoma native Kimberly grew up in Oklahoma City, just east of Tinker Air Force Base.  Graduating from Carl Albert High School she continued her education in Colorado earning Bachelor Degrees in both History and Psychology. Kimberly then enrolled at the Prestigious University of Denver Sturm College of Law where she obtained her Master of Science in Legal Administration. Still not finished with her education, she then completed the University of Denver’s Masters of Education in Curriculum and Instruction program.

In 2016 Kimberly moved back home to Oklahoma where she used her diverse education and set of skills to complete legal research as well as to teach at the primary, secondary, and university levels where her work has earned her numerous awards and recognition. Having dedicated her life to public service, when asked what motivates her, Kimberly simply states “leaving the state and the people I have the pleasure of working with in a better place than I encountered them.” 

Kimberly resides in Oklahoma City with her rescue dog Simba. She loves to travel, spend time with her family, attend concerts, and play golf. She is proud to call Oklahoma City her home and in her spare time serves on the board for several local charities.
